A Recessed Meeting of the Steuben Town Board was called to order by our Town Supervisor L. Daniel Carpenter at 7:30 pm at the Steuben Town Hall on December 30, 2010. This meeting was held to close out the books for the Town of Steuben, end the year meeting.

Harry Landman, Councilman
Absent: Troy Finn, Councilman
Other Town's people and other people present were: Highway Superintendent/Edward Grogan.
Town Justice/Roger Maclaughlin Judge's Audit of Books was done by Councilmen Dean and Finn. A motion was made by Councilwoman Broadbent and seconded by Councilman Landman to accept the Town Justice's 2010 books as audited by Councilmen Dean and Finn using the check list. Carried. Ayes: Broadbent, Landman, Dean, and Carpenter. Absent: Finn. Councilman Dean signed the Town Justice's Audit *Note Councilman Finn came in after the meeting and signed Town Justice's Audit 12/30/10.*
Resolution IV-D-39-10 A motion by resolution was made by Councilman Dean and seconded by Councilman Landman to transfer $2,342.23 from DA-5142.4 Snow Removal Highway Account Fund to the DA-5120.2 Bridges Highway Account Fund to pay necessary bills for the Bridge Account. Carried. Ayes: Dean, Landman, Broadbent, and Carpenter. Highway 2010 Year Ending, Ending Account Balances $64,418.80 minus $2,342.23 = $61,076.57; Revenue and Interest $16,970.61; Bank Statement & Supervisor's Report-Balance $78,047.18; Planned Balance $32,357.00; Fund Balance left over $45,690.18 minus $32,149.66 pay off debt for Jones Road Bridge; END OF YEAR BALANCE $13,540.52
H-1 HIGHWAY. A motion was made by Councilwoman Broadbent and seconded by Councilman Landman to transfer fund Balance $32,149.66 to H4 Cap Project Facilities and $13,540.52 into H1 Cap Reserve Highway. Carried. Ayes: Carpenter, Dean, Landman, and Broadbent. Absent: Troy Finn.
Resolution IV-D-40-10, A motion by resolution was made by Councilman Landman and seconded by Councilman Broadbent to transfer $629.64 from A-1990.4 Contingent General Account Fund to pay A-1110.4 Municipal Court bill of $360.00, A-5010.4 Highway & Street of $138.50, A-5182.4 Street Lighting of $44.79, and A-9030.8 Social Security of $85.45 to pay necessary bills. Carried. Ayes: Landman, Broadbent, Dean, and Carpenter. Absent: Finn. General 2010 Year Ending. Ending Account Balances $92,691.06 minus $629.64 =$92,061.42; plus Revenue and Interest $44,482.67 = $136,544.09 minus $65,000.00 to start next year's Budget; A motion was made by Councilman Dean and seconded by Councilman Landman to put $50,000.00 in H-4 Cap Project Facilities and put in $21,544.09 for DEC study in H-2 Cap Project EPA DEC = $71,544.09 Carried. Ayes: Dean, Landman, Broadbent, and Carpenter. Absent: Finn.
Highway Superintendent asked on Jones Road Bridge no new paperwork, no blue prints on bridge yet.

Minutes
A motion was made by Councilman Landman and seconded by Councilman Broadbent to accept the minutes of November 10, 2010 and November 18, 2010, with a few minor changes. Take Pat's name out put assessor in. Note Towns of Steuben and Tupper Lake were awarded the Computers. Carried. Ayes: Landman, Broadbent, Dean, and Carpenter. Absent: Finn.
Next Meeting will be January 13, 2011 at 7:30 pm. Organizational Meeting of the Steuben Town Board.

A motion was made by Councilman Dean and seconded by Councilman Landman to adjourn the Steuben Town Board Meeting at 8:38 pm. Carried. Ayes: Dean, Landman, Broadbent, and Carpenter. Absent: Finn.
